Highlands Ranch is a master-planned community in an unincorporated area of Douglas County. A 5-member board of directors and a community manager govern the Highlands Ranch Community Association (HRCA), which operates and maintains the community recreation centers and provides architectural control, covenant enforcement, community events, and recreation programs. A 3-member Board of County Commissioners serves as the legislative, policy making, and ../administrative body governing areas that include the community.
The land that the 22,000 Highlands Ranch planned development sits on was part of the Louisiana Purchase in 1803. Claims were staked out by many homesteaders, and eventually these were consolidated into one 23,000 acre holding. In 1979 the property was purchased by Mission Viejo Company and the first homes were for sale in 1981. The community of Highlands Ranch was purchased by the Shea Co., parent company of Shea Homes, in 1997.
